In the winter and spring of the 2018, the Crenshaw Community conducted a health impact assessment (HIA) for the redevelopment of the Baldwin Hills Crenshaw Plaza. 

The research team was led by Dr. Amee Chew, Ph.D, the then-Policy Director of Housing is a Human Right, with research support provided by Kristian Castro, Jo Dominguez, Damien Goodmon, Christina Gutierrez, Patrick R. McDonald, Abigail Willis, Jacob Woocher, and the University of Southern California's Program for Environmental and Regional Equity (Manuel Pastor, Justin Scoggins & Pamela Stephens).

Partners in the project included the Alliance of Californians for Community Empowerment-Los Angeles, Baldwin Hills-Crenshaw Homeowners Coalition, Black Lives Matter-Los Angeles, Black Women for Wellness, Crenshaw Subway Coalition, Los Angeles Black Workers Center, Los Angeles Community Action Network, and the Los Angeles Tenants Union, with each having a member that formed the Advisory Committee.

Among the key takeaways from the HIA was that 69,617 people would be at a moderate risk of being displaced from Capri's Crenshaw Mall Redevelopment Plan, 65,447 were at higher risk of displacement, and 40,279 were highly at-risk from displacement.
